制定项目章程,它是要编写一份正式来批准项目,并且去授权项目经理在项目活动中使用组织资源的这样一个文件的过程。一个是商业文件,商业文件中又包括了商业论证和效益管理计划。 

输入是事业环境因素和组织过程资产,那么事业环境因素它是一个客观存在的这样一个因素,一个是客观存在的,项目经理必须遵循的,是不可以回避的。是可能会对项目有帮助,也可能会对项目有阻碍的这样一个信息,是事业环境因素。

  • 商业论证它是从商业的视角来去描述一些必要的信息,来去决定说这样一个项目是否值得来投资。而效益管理计划它是会描述这样一个项目实现效益的一些方式,

  • 以及它可能实践教育的时间,可能会有些什么备忘录、协议书、口头协议、电子邮件等等都会包括进来,可能会有甲方乙方会不同的方来签署的某一个协议,对某个事项达成了一些共识意见。
